The Joint Strategic Needs Assessment (JSNA) is an exciting process that entails the working together of all key decision-makers in Westminster to produce a wide-ranging needs assessment that identifies the current and future health and well being needs of Westminster.
In Westminster we saw JSNA as an opportunity to develop a comprehensive process to embed health and wellbeing intelligence* and insights on need and effectiveness into the commissioning cycle throughout Westminster City Partnership. We have designed an ambitious and dynamic programme where needs assessments and strategy development are closely coordinated and influence local commissioning priorities. This makes the JSNA integral to improving local health outcomes and reducing health inequalities for the population of Westminster.
Our JSNA has two pillars; a rolling programme of population needs assessments; and the development of a shared, local data observatory between the city council and the PCT.
*Health and Wellbeing Intelligence is information on the nature and pattern of a health issue from sources like disease registrars, published papers, reports, consultations and other public involvement and service providers.
What we have done
Completed needs assessments and other relevant documents can be downloaded from this page.
What we are doing
Our busy schedule of needs assessments that are underway or planned for the future can be viewed by downloading the Rolling Programme Status Report. This is a live document and therefore is continuously updated. We aim to update the copy available on the website as often as possible but please be aware that it may be out of date.
What we can do for you
If you have any more questions, comments or suggestions on JSNA please contact:

If you work for the Westminster City Partnership and are planning on writing a commissioning strategy, or want to embark on a big re-commissioning programme, you may want to undertake a Needs Assessment. If this is the case we can help! Download an application form from this page and submit this to the JSNA email address. Also, the JSNA Workbook tells you what a needs assessment covers and is attached at the back of the application form.
(JSNA is separate from but complimentary to the Commissioning Decision Support Service (CDSS). The CDSS aims to provide a report within three weeks on focused public health questions. See the NHS Westminster Intranet for more information)
